WHO ARE WE?

Sabattus Housing, Inc was established on July 19, 1977 for the purposes of promoting housing and other activities for the good welfare of elderly and handicapped families. 


Sabattus Housing, Inc. was incorporated under the State Laws of Maine, and is a recognized 501(c)(3) not for profit organization under the IRS Codes. 


Sabattus is lead by its President, Michael J. Packard who has a long and storied career in the affordable housing business.  He has been involved in the development of 15 LIHTC transactions, 19 preservation transactions and currently owns partnership interests in 32 affordable housing communities.


The organization was previously involved with the creation of affordable housing through the Section 202 program in the late 70s.  In 2015, it was instrumental in the preservation efforts of a 250+ units in the greater Lewiston/Auburn area of Maine.


The organization has most recently been involved with the preservation of two separate affordable housing communities at risk of being lost as an affordable housing assets which would have resulted in the displacement of hundreds of low income residents.


In Baltimore Maryland, Sabattus was instrumental in the rescue of a 102 unitSection 202 property located in Baltimore, Maryland formally known as Berea Apostolic Apartments.  The property was in regulatory default with HUD and in the Enforcement Center. The property was at risk of losing its affordability.  However, Sabattus Housing was able to navigate the HUD programmatic regulations and rules and successfully preserve the property with the renewal of a long-term Project Based Section 8 Contract. 


In Vivian Louisiana, Sabattus stepped in to rescue a failing Section 8 family apartment community on the verge of economic and functional obsolescence.  Operations were stabilized and the property was taken off the HUD filed office’s watch list of troubled projects.  Additionally, Sabattus worked in conjunction with national and local developers to secure an allocation of 9% Low Income Housing Tax Credits to rehabilitate and modernize the property ultimately preserving it for the next 30+ years.
